Planning and Evaluation Committee
Development and implementation of a process that annually evaluates and prioritizes services, fills service gaps where possible, and invents new approaches to achieve better results for families and children.

Maintenance of an accountability system to monitor the county council’s progress in achieving results for families and children.

An interagency process to establish local indicators and monitor the county’s progress toward increasing child well-being in the county.

An interagency process to identify local priorities to increase child well-being. The local priorities shall focus in expectant parents and newborns thriving; infants and toddlers thriving; children being ready for school;
children and youth succeeding in school; youth choosing healthy behaviors; and youth successfully transitioning into adulthood and take into account the indicators established by the cabinet council under division (A)(4)(a).

An annual plan that identifies the county’s interagency efforts to increase child well-being in the county.
On an annual basis, the county shall submit a report on the status efforts by the county to increase child well-being in the
county to the county’s board of county commissioners and the cabinet council. This report shall be made available to any other person on request.

Executive Committee
The duties of the Executive Committee shall include, but not be limited to:
- reviewing and recommending the governance, fiscal, personnel policies and procedures of the COUNCIL;
- reviewing and recommending an annual operations plan for the COUNCIL;
- reviewing the long and short term operational and personnel needs of the COUNCIL, and making recommendations deemed necessary to fully implement an annual operations plan for the COUNCIL;
- performing all other functions and responsibilities as may be assigned by the Board.
The Family Council President serves as the Chair of the Executive Committee whose membership shall be:
- those persons elected as Officers of the Stark County Family Council Board of Trustees
- the chairpersons of the authorized Standing Committees
- the chairperson of the Pooled Funds Group
- the Chief Executive Officer of the Administrative Agent
- the Immediate Past President of the COUNCIL
- three (3) at large members elected from the Board by the Board.
The Executive Committee typically meets monthly. Meetings of the Executive Committee may be called by the President of the COUNCIL or by the Director of the COUNCIL
At least five (5) Executive Committee members or
50% of the Executive Committee membership (whichever is greater) must be
present in order to constitute a quorum, and a majority vote of the members
present and voting shall prevail in the decision of any matter brought before
the Executive Committee.

Service Coordination Committee
Service Coordination Committee is a collaborative group
committed to meeting the needs of children with cross-system, complex needs in
the most effective, efficient way possible and in a manner that is guided by the
Mission, Vision, and Guiding Principles adopted by the Stark County Family Council.
The members of the PFG contribute dollars to the Pooled Funds, creating a
non-categorical funding option for children identified as needing services through
the WrapAround process for which there are no other funding options available.
The PFG members also work together to address and problem-solve system
barriers that may arise in the WrapAround process.
In addition to purchase of services, the Service Coordination Committee may receive and expend funds for specific purposes to support the
implementation of strategies and initiatives aligned with their commitments to
support children and families. Currently, the PFG is supporting work related to:
Comprehensive Strategies, HB57, and the Network of Care.
The current members and contributors to the Pooled Funds are: The Stark County
Department of Jobs and Family Services, the Stark County Community Mental
Health Board, the Stark County Board of Mental Retardation/Developmental
Disabilities, the Alcohol & Drug Addiction Services
Board of Stark County, the Stark County Family Court, the Canton City School
District, and the Fairless Local School District.

Oversight Committee
Provides fiscal oversight to the management of
Family Council grant projects such as Help Me Grow and the Childhood Resiliency
Project. Membership is comprised of people with a diverse array of expertise and no
conflict of interest in relation to the receipt and expenditure of grant funds.
The committee monitors and reviews grant applications, fiscal reports, agency
compliance issues and recommends project budgets and fiscal actions for Board approval.

Nominating Committee
Provides oversight and guidance to the leadership and membership areas of the Board’s
responsibilities, exercising such authority by:
- recommending a nomination and election process for all elected Board
positions, which is to be presented for Board approval no later than
September 30th of each year.

preparing nominations for the annual or special election of the Officers of the Board;

planning and supervising the implementation of the Board’s member orientation
and training program.
The Family Council Secretary serves as Chair of the
Nominating Committee and the membership of the Committee shall be appointed by
the President and must contain a membership whose majority is comprised of
Board members.

Family Advisory Committee
Provides a forum to coordinate and develop
community efforts around family support and advocacy. The Chair is one of the
Family Council Parent Representatives, appointed by the Family Council President.
Membership is open to parent support and advocacy organizations and individuals
throughout the county.

Ohio Children’s Trust Fund Local Advisory Board (LAB)
The Stark County Commissioners has appointed the Stark County Family Council to serve
as a planning and oversight group for the Ohio Children’s Trust Fund grant dollars
focused on the prevention of child abuse and neglect.
Required members or designees of the LAB include, but are not exclusive to:
- A representative of an agency responsible for the administration of children’s
services in the county
- A provider of alcohol or drug addition services or representative of the Alcohol
and Drug Addiction Services Board
- A provider of mental health services or a representative of the Stark County
Community Mental Health Board
- A representative of a the Stark County Board of Mental Retardation/Developmental
Disabilities
- A representative of the educational community appointed by Canton City Schools
Responsibilities of the LAB are to administer funding at the county level,
ensuring that planning, contracting, monitoring and evaluation occur according
to OCTF guidelines.

Early Childhood Collaborative Committee (ECC)
Assists the Family Council in the design,
coordination and implementation of a comprehensive, coordinated, interdisciplinary,
family-centered system of services for families with infants or toddlers at risk
for and with developmental disabilities or delays. This committee has
been expanded to address the system of services for children birth to age eight.
Operations of the ECC are governed by the Family Council by-laws and procedures.
Required members or designees of the ECC include, but are not exclusive to:
- Health Commissioners
- Director of Stark County Department of Job and Family Services
- Director of Children’s Services Department of the Stark County Department
of Job and Family Services
- Superintendent of the Stark County Board of MR/DD
- Director of the Stark County Alcohol and Drug Addiction Services Board
- Local School Districts – Canton City School, Stark County Education Service
Center
- Parents of young children (birth to age 3) who qualify for Help Me Grow
services
- Stark County Community Mental Health Board
- Family Council Director
- Help Me Grow Project Director
- Director of Stark County Head Start program
The current membership of the ECC totals 144 parents, agencies, schools and other
organizations interested in early childhood issues.

ECC STEERING COMMITEE
HELP ME GROW (HMG) PROGRAM ADVISORY
Provides an advisory forum to support the implementation of the Help Me Grow program,
assisting in the efforts to attain established goals and performance measures,
continually striving to achieve better practice. Membership consists of ECC members,
parents and other interested individuals.
Provides leadership and organization to the Early Childhood Collaborative.
The sub-committee is co-chaired by the ECC chairs.
Promotes community awareness of early childhood issues and resources, such as the Help Me
Grow program.
